Probably the best way to call Ireland on the cheap is with skype or with a phone card. Generally with phone cards I find that some local knowledge helps. If you are in an Irish area in the US for example ask in a gas station what the most popular phone card is with Irish people. There are also some very good calling plans depending on your carrier so that can often be the cheapest option.
